The objective of this tender is to establish a flexible shell through which the Contracting Authority, in situations of peak load or temporary staff shortages, can deploy external capacity in a timely and adequate manner. To achieve this, the Contracting Authority intends to enter into an agreement with a single Contractor who is responsible for both the provision of temporary staff within salary scales 4 through 9 and the offering of payroll services.
