Exotic Species Signaling Project

The Netherlands Food and Consumer Product Safety Authority (NVWA) operates a signaling project for exotic species, in which information about non-native species is shared and volunteers are called upon to report observations. The project has been in execution for several years through Private Data Management Organizations (PGO’s), Sportvisserij Nederland, and the Koninklijke Nederlandse Natuurhistorische Vereniging (KNNV). The procurement concerns a service contract, whereby a party will be selected to coordinate the existing collaboration, manage data, and facilitate communication with volunteers. The procedure is a negotiated procedure without prior publication, meaning that the NVWA negotiates directly with one or more parties without publishing a public tender in advance. The emphasis lies on experience with data infrastructure, knowledge of exotic species, and the ability to effectively mobilize a network of volunteers.
