01What is being requested
This tender concerns a RAW specification for the realization of the renovation of artificial grass pitches at two locations: pitch 3 at Sportpark De Pinkenberg (Rozendaal) and pitch 1 at Sportpark Het Nieuwland (Dieren). The works include removing mats, profiling the foundation, installing the artificial grass, adjusting paving/fencing and maintenance works for 10 years (2 times per year).
The Municipality of Rheden owns and manages several artificial grass sports fields. In 2026, 2 artificial grass football pitches are due for the replacement of the top layer. This concerns pitch 3 at Sportpark De Pinkenberg (Rozendaal) and pitch 1 at Sportpark Het Nieuwland (Dieren). The current pitches are SBR (rubber) infill pitches. The municipality wishes to replace these with Mineral-Infill pitches (suitable for Multisport and approved by the KNVB). In doing so, the municipality is acting in accordance with the European ban on the purchase and sale of rubber infill from 2031.
02Strategic insight
<ul Focus primarily on competitive pricing, as the award is based solely on the lowest price and there is no room for qualitative distinguishing points. Ensure complete documentation of the sports product, including the laboratory report and proof of the 'Approved' status on the Sports Products List. Check whether the reference projects strictly comply with the requirements regarding mineral infill and the certification of Sports Infrastructure.
