01What is being requested
Maintenance of the public lighting within the Municipality of Noordenveld, consisting of approximately 7,600 lighting masts and 7,740 luminaires. The contract includes the supply, (re)positioning, replacement, and maintenance of lighting objects and the management of a 24-hour fault reporting service. The framework agreement has a term of two (2) years (1 July 2026 to 30 June 2028) with the possibility of two extensions of one (1) year.

Focus on the qualitative award criteria, as the monetary added value directly influences the fictitious bid amount and therefore the competitive position. - No optional grounds for exclusion in the past three years (with the exception of bankruptcy, insolvency, conflict of interest, and involvement in the preparation).
- No Russian involvement in accordance with the fifth sanctions package of the EU (persons/entities with Russian nationality, established in Russia, or more than 50% ownership by a Russian party).
06Award criteria
The qualitative award criteria are assessed, whereby the total monetary added value is subtracted from the bid amount to arrive at an evaluation score.
The price is assessed as part of the best price-quality ratio (BPKV) using the award on value methodology.
