02Strategic insight
<ul Focus strongly on the qualitative components of the plan of approach, as in the event of equal points, the highest quality score will be decisive. Ensure a very detailed elaboration of the noise issues (GPPs) in the reference and the approach, as this is a core aspect of the assignment. Integrate the methodology of the Smallingerland Handbook directly into the proposed working method to demonstrate that the alignment with the municipality is optimal.
