Offshore Electrolysis System for the PosHYdon Project
TNO is seeking a supplier for a unique offshore electrolysis system for the PosHYdon project on Neptune Energy's Q13a oil and gas platform, located 10 km off the coast of The Hague. The system must produce green hydrogen from wind and solar energy and be made available through a lease arrangement. The tender requires a robust, scalable technology that meets offshore conditions, with an emphasis on safety, reliability, and minimal maintenance requirements. The supplier must have experience with offshore installations, hydrogen production, and lease or ownership models. The procurement procedure is negotiation without publication, making confidentiality and rapid decision-making essential. TNO expects an integrated solution that is both technically and financially attractive to the client, with a clear roadmap for implementation, testing, and operational handover.

The North Sea is the first place in the world where a pilot is being prepared to build an offshore hydrogen plant. On Neptune Energy's Q13a oil and gas platform, more than ten kilometers off the coast of The Hague, the PosHYdon installation will produce green hydrogen from sustainable electricity generated by wind and solar. For this purpose, a unique electrolysis system will be developed and built and made available through a lease arrangement.
