01What is being requested
The Innovation Impact Challenge is a pre-commercial procurement process for developing innovations via two phases: Phase 1: Feasibility study (maximum 6 months) and Phase 2: Applied research and development (maximum 2 years).

02Strategic insight
Ensure a strong substantiation of the impact and social reach, as this is a core criterion. Ensure that the project plan complies exactly with the prescribed formats to prevent exclusion. When pricing, take into account that IP remains with you, which justifies a lower price than in the case of full IP transfer.

06Award criteria
To what extent does the innovation contribute to the challenge of the call and is this realistic? Assessment is based on the potential contribution to the challenge, applicability in context, potential reach (user need and social acceptance) and the qualitative/quantitative substantiation.
Assessment of the degree of innovation and the plausibility that the approach leads to a concrete solution. In phase 1, the focus is on overseeing the trajectory, posing feasibility questions, recognizing risks and the presence of expertise. In phase 2, the focus is on the elaboration of R&D challenges and the plan for mitigating risks via concrete milestones.
To what extent the innovation can succeed in the Dutch market (and beyond) and whether customers will use/purchase the innovation. In phase 1, it concerns the business model and the added value for customers; in phase 2, it concerns the business plan, the involvement of parties and the path to commercialization.
Optional criterion. At the minimum price or lower, a project receives the maximum number of points; at the maximum price, 0 points. Between minimum and maximum, scoring is linear. If the minimum price has not been specified, it is € 0.
07Value in context
The contracting authority did not publish an estimated value — common for a large share of contracts. The EU threshold for diensten is € 221.000, for reference.
