Stichting Atlas College seeks a structural, lawful, and efficient solution for the hiring of teaching staff. Currently, there are three suppliers within a framework agreement, but they are not always able to deliver, resulting in the use of individual negotiated procedures. This approach leads to a lack of consistency, manageability, and control, and increases the administrative burden for both the market and the internal organization. The objective is a single framework agreement with one supplier capable of providing continuous and reliable personnel, allowing the organization to operate more efficiently and transparently. The procurement is public and aimed at concluding a framework agreement for services.

For this reason, the Contracting Authority intends to conclude a Framework Agreement with one (1) supplier for the purpose of hiring personnel. In the current situation, three (3) suppliers are contracted within a Framework Agreement. These parties are not always able to deliver, as a result of which the hiring of Teaching Staff is also carried out through separate and standalone negotiated procedures.
