01What is being requested

Delivery of an Adaptive Case Management System for the Ministry of Health, Welfare and Sport to manage and automate supervisory files, sub-files, and various supervisory activities such as desk research, inspection visits, questionnaires, and administrative law interventions.

We are looking for an adaptive case management system. With adaptive, IGJ means that the case management system can provide the following features: a) Flexibility: The supervisory investigation has fixed file components that are carried out in varying orders, can run in parallel, and can also be carried out repetitively. Not all components always need to be carried out. Therefore, the process must be flexibly designed and the process flow is determined by human decisions. b) File-centered: It revolves around the case file, which evolves where events determine which file components are carried

Focus on the workflow functionality for both announced and unannounced inspection visits, including the possibility of review by co-handlers. Ensure that the hierarchical structure between main files and sub-files works seamlessly, including the automatic adoption of handler authorizations.
Read automatically from the tender documents using AI. Always verify against the original documents.

09Frequently asked questions

Which characteristics must the adaptive case management system meet?
The system must be flexible, whereby file components can be carried out in varying orders or in parallel. The process flow is determined by human decisions and the system must work in a file-oriented manner where events determine which components are carried out.
Which documents are mandatory regarding implementation and architecture?
Bidders must provide a detailed plan of approach for implementation, including timeline and risk management (Annex B), and a complete architecture framework that aligns with ARBIT-2022 (Annex D).
Which suitability criteria are used for the selection of the supplier?
Evidence is required of successful implementation of similar adaptive case management systems, compliance with ARBIT-2022 regulations, and knowledge of the IGJ process structure.
How should the file components be configured within the system?
Building the case file takes place based on a choice from predefined file components. A file component can consist of a structured sub-process with deadline monitoring, which applies particularly to legal processes.
What is required regarding governance and proof of operation?
A governance document must be provided that regulates the cooperation between the government and the supplier (Annex A1 and A2). In addition, proof of concept or a case exemplar is required (Annex E).
